February's meeting
February's meeting was held on Wednesday, February 7, 2007 at Hendricks County Airport. Chapter Vice President Doug Moncreiff opened the meeting with the Pledge of Allegiance.

In Attendance: John Broyles, Dave Clark, Dennis Crawley, Dale Gustafson, Chuck Long, Doug Moncreiff, Michael Mossman, Gary Reynolds and Steve Weathers. If you were there but we didn't record it, let us know.

Guests: Mark Eminger, Mike Francis, Chuck Leucht, Gary Rogers and Jim Winings.

Treasurers report: None given.

Secretary's report: No change in chapter business since the January meeting.

Vice President's report: We've completed a list of meeting programs through the first couple of months of 2008. EAA Chapter 67 is planning a bus tour to Wright-Patterson Air Force Base on March 17, our chapter is invited. It's a couple of hours' drive over and back; they've allotted six hours tour. Also, at Rickenbacker International Airport, Columbus OH, September 27-30, they are looking for 100 restored P-51 Mustangs to be there. The Thunderbirds will also be performing.

Project reports: Doug Moncreiff is making progress on cutting parts for his Hi-Max, but has slowed down due to the cold weather.

New Business: Discussion of the chapter name tags. Doug Moncreiff likes the clip-on name tags, as they are cheaper than the lanyard versions. Would like to see pictures of members' projects on the tags. Michael Mossman motioned that Moncreiff make an executive decision on what tags to buy and move forward; Dennis Crawley seconded; all voted in favor. Steve Weathers and Gus Gustafson have recommended that the chapter put together a list of local aviation suppliers and list them on the chapter web site.

Dues are Due!
Once again it's time for Chapter 1311 members to ante up with dues. The chapter's board of directors set the 2007 dues at $15 to help meet the chapter's on-going expenses. Since we don't have any chapter fund raising events, we need to pay our EAA assessments, insurance, web site maintenance, and other internal expenses with what we raise from dues.

New Indiana Aviation License Plate Planned

Would you like your very own personal billboard supporting aviation in the state of Indiana? Imagine promoting aviation to the masses and proclaiming that Indiana deems aviation to be important every time you are stopped at a traffic signal, parked in a parking lot, or traveling across the United States. It could happen.

The Aviation Association of Indiana has undertaken the project of proposing an aviation license plate to the BMV. The goal of this plate is to promote the importance of aviation in Indiana. Each plate sold generates $25 for the association to use for furthering the marketing of aviation's importance to those outside aviation while proclaiming the great freedom it offers to everyone. So, not only is each person doing their part by purchasing one of these plates, but each aviation organization, college, group, airshow, fly-in, museum, business, flight school, FBO, and airport is benefiting by the continued marketing of aviation within the state.

Rich and I have been charged with a task of heading up a project for the Aviation Association of Indiana (http://www.aviationindiana.org/). The group will be using license plates to promote The Importance of Aviation in Indiana. This would be a fund raiser for the association with the goal of spending any proceeds further promoting aviation within the state. It's really a great project that helps ALL aviation minded businesses, airports, groups, and organizations. Attached are documents about the program. We are currently trying to collect signatures on the petition to submit along with the application process (please note that we need the originals ­ no fax, copies, emails - returned prior to March 15, 2007). We are hoping that you might share this with the EAA chapter as well as any other aviation groups in which you participate within the state, as we need to have a minimum of 500 signatures.

Ultralight Pilot Transitioning Deadline

Ultralight pilots who registered with one of the four FAA recognized ultralight organizations before September 2, 2004, but miss the January 31, 2007 deadline, or pilots who registered AFTER September 1, 2004, still may use the aeronautical experience (flight hours) they obtained in ultralight vehicles to meet the experience requirements to obtain a sport pilot certificate.

EAA Memorial Wall

EAA's Memorial Wall is a lasting tribute to those aviation enthusiasts who have "gone west." These special people are memorialized on a beautiful wall constructed of stones brought to Oshkosh by EAA members from all over the world.

Each year at AirVenture, a dedication ceremony is held on Sunday morning in this beautiful park-like setting that includes a special name recognition tribute and a missing man flyover.

Each inductee is also remembered in a memory album kept in the EAA Fergus Chapel. It is a wonderful way to honor those that have gone before us. Your contribution of $350 for the Memorial Wall is held in EAA's endowment in perpetuity.

Chapter Members Make National News
EAA Chapter 1311 members Rich and Ginger Davidson were the prominently featured subjects in the February 2007 edition of AOPA Pilot. In the story "Keeping the past flying," writer Julie K. Boatman makes the trip to the Davidsons' Lee Bottom Field in Hanover IN, then records the field's history in a well-written piece about their annual Wood, Fabric & Tailwheels Fly-In.

No story about a fly-in is complete without photos, so the AOPA article had them in spades. They've got photos of the DC-3, a side-bar on a Columbus IN-based Laird Swallow, Wacos, and all types of antiques and classics. Photographer Jim Barrett captured a great photo of chapter member Jeff Chapman taking off in his beautifully restored Piper Tri-Pacer.

Chapter 1311 Looking for a New Identity
At the October meeting, Gus Gustafson asked that the chapter consider having some name tags made for members to wear during the meetings. Most of us only see the others only once a month or so and don't know each other very well. Gus thinks that name tags could help with the recognition process.

We've been using a logo for several years but it has never been officially adopted by the chapter or the board of directors. Perhaps it's time to decide what the chapter's logo should look like. We'd like to invite the chapter members to submit their ideas for a new chapter logo. This logo would be used on the front of the newsletter, chapter web site, all official correspondence as well as the forthcoming name tags.

Contributors don't need to be artists, but the idea should be very clear. If your submission is chosen, we'll help clean it up for print and web use. The logo should be simple and work well with both print and web use. Bright colors are a plus.

Once the chapter selects a logo, the design will be the property of the chapter.

Chapter 1311 Builders' Local Resource Directory
At the February meeting, Steve Weathers asked if any members had some experience dealing with AED, a company located on the northwest side of Indianapolis, who stocks 4130 steel tubing. From there, the members started talking about the various local places where a builder could buy aircraft components. Gus Gustafson took it one further: he inquired if the chapter could pool its knowledge and put together a listing of local aircraft parts and components suppliers.

Why not? We've all been around town looking for AN hardware, sheet metal, paint, tools and other items. Let's gather our ideas and experiences and put together a list of potential sources for builders and restorers.

Start thinking of the places where you buy locally. Be sure to let us know if you would recommend them to others or not. The idea here is that members should be able to look to suppliers that you trust and would continue to do business with. New EAA Finance Program Launched This Year

The EAA Finance Program provides a wide array of programs to meet the needs of our members looking to finance experimental aircraft (kit and airworthy), light-sport aircraft, piston, helicopter, and jet aircraft. EAA and AirFleet Capital have created a program that offers a variety of options that are constantly changing to meet the needs of members.

The EAA Finance Program has also been aggressively supporting the special light-sport aircraft (S-LSA) market. As the light-sport aircraft industry continues to develop and change the face of recreational aviation, the EAA Finance Program will continue to review the aircraft entering the market in order to support those aircraft that have been accepted and certified by the FAA. This is all part of EAA's mission to make aviation more attainable and affordable to its current and future members.

Project Report
Former EAA Chapter President Tim LeBaron continues to make progress on his RV-4 restoration. Tim bought the mangled RV-4 last fall. He's presently got it standing on its landing gear outside of his home in Arlington TX. We look forward to hearing more about this project, especially its first flight after restoration.

Project Updates
With the shorter days and colder winter weather on the way, many chapter members are spending their evenings and weekends in their basements or garages, hunkered over the work bench and building airplanes. We'd like to report on the status of these projects, as our members are interested building airplanes Help us with a project update on your aircraft. You can write the story, if you'd like, or you can download our project update questionnaire from the web site. Answer as little or as much as you'd like, then send it to the newsletter editor. If you have any photos, we'd love to see them. Just attach your JPG photos to an email.

Is your project finished and flying? We've love to report on it. Consider submitting a flight and performance report for the newsletter. Your experiences and insight will help other members who are building the same or similar model aircraft, and will positively influence others who may be contemplating an aircraft project.

If you aircraft has been flying for several years now, you might not be finished with the building process. What adjustments or modifications have you undertaken since the airplane first flew? Any significant repairs? Any memorable flights? Share them with your fellow chapter members!

2007 EAA Air Academy
As it has since 1984, the EAA is again offering its annual Air Academy at its "Oshkosh campus. The Air Academy has become a springboard for aviation careers and personal growth for many of its participants. A limited number of openings are available.

The EAA hosts three different age-based categories: The EAA Young Eagles Camp is for youths aged 12 and 13. There are two sessions available for the Young Eagles Camp. The registration fee is $600 for a 5-day session. The EAA basic Air Academy is for youths ages 14 and 15, with three sessions available. The registration fee is $800 for a 6-day session. The EAA Advanced Air Academy is for youths aged 16 through 18, with two sessions available. The registration fee is $800 for the 8-day session, or $1,000 for the 10-day session. The first session starts June 14; the last session ends August 10.

Reservations should be received by the EAA by March 1. Full payment is due 30 days before camp.

Chapter President Gus Gustafson has challenged the chapter to consider sponsoring or co-sponsoring a youth to the Air Academy this year.

FAA Seeks to Raise Retirement Age

The FAA announced a proposal to allow airline pilots to continue to fly beyond the mandatory retirement age of 60 until they turn 65. The International Civil Aviation Organization (ICAO), rasied the international standing to 65 last November. Since 1959, the FAA's mandatory retirement age for pilots flying commercial airplanes has been age 60.

Under the current rules, foreign pilots between age 60 and 65 would be allowed to operate in United States' airspace, but American pilots current can't.

FAA Administrator Marian Blakey is pushing for the change. "A pilot's experience counts. It's an added margin of safety," she said.

In today's work environment, pilots have lost of lot of wages through contract renegotiations. They've also seen their retirement plans eroded. A few more years behind the yoke would allow them to save a bit more money. Carl Kuwitzky, president of the Southwest Airlines Pilots' Association, lobbied for the change. He said that many 60-year-old pilots wer ein excellent health and want to continue to fly.

Unfortunately, not all airline pilots will benefit. According to the proposed rules, those pilots who are beyond age 60 and retired will not be let back into the cockpit.

Boone County Airport News
Deckard Buys Another Airplane:
Wayne Deckard bought a Cessna 320 on eBay from an FBO in the Minneapolis area for essentially what it took to satisfy the back hangar rent and other unpaid expenses. The mechanics on the field bet Deckard $20 that it wouldn't fly. He did a few hours' work on it to get it to run, took off and flew a low pass, then landed to pick up his earnings. From there he ferried the aircraft back to Boone County Airport on Saturday, February 10, recording a ground speed of 220 KTs in the five-seat aircraft. Deckard was unable to get the heater to safely ignite before departing, so he flew the trip home with no heater. He claims that the OAT at altitude was minus 29 F. Deckard will be making some minor repairs to the aircraft and getting a full annual completed, then it will be up for sale on eBay. And yes, the heater has been fixed.

Hangar Space: There are several hangar vacancies available. Anyone desiring to base an aircraft at the airport or use the maintenance hangar will be required to join the association. Young Eagles
Chapter 1311 has tentatively set Saturday, May 12 as the date of its first Young Eagles event of the year. The event will be co-sponsored with Hendricks County Aviation, who will contribute some aircraft, pilots and food. HCA will be advertising the event in local media, and will be offering adult and family rides for sale after the conclusion of the Young Eagles portion. Volunteers will be needed for flying, aircraft, ground support, registration and food service.

EAA Young Eagles Update: By newsletter publication date more than 1,297,315 Young Eagles have taken their first airplane ride.
